We are still awaiting the conclusion of the Management Plan.
This management document is extremely important in any Protected Area as it determines which, how and when activities should be carried out in the Marine Reserve and why. The Management Plan is the guide of the Marine Reserve.

Section 5.- Powers and duties of the Department of Natural and Environmental Resources.
The Secretary of the Department of Natural and Environmental Resources is ordered to develop, within a term of one hundred twenty (120) days from the approval of this Act, in collaboration with government entities and non-profit organizations, a Plan of Co-management and compatible regulations for the administration, rehabilitation and conservation of the area described in Articles 3 and 4 of this Act, in accordance with the provisions of Act No. 23 of June 20, 1972, as amended, known as “ Organic Law of the Department of Natural Resources ”; Act No. 150 of August 4, 1988, as amended, known as the “Natural Heritage Program Act”; Law 147-1999, as amended, known as the “Law for the Protection, Conservation and Management of Coral Reefs in Puerto Rico”; and to the "Program for the Management of the Coastal Zone of September 1978", established by virtue of the "Federal Law of Management of the Coastal Zone of 1972". Provided, furthermore, that within the Management Plan for the Reserve, the Department shall establish those uses or non-harmful human activities compatible with the conservation of the Marine Reserve, as well as the viability of recreational activities such as “surfing”, “snorkeling”, kayaking or any other activity compatible with the conservation objectives of the area.
